Applying to become an Accredited Certificate Provider
Your application must relate to a specific energy savings project (Recognised Energy Savings Activity) and provide details of:
- what the energy savings project is and why it is eligible for inclusion in the Energy Savings Scheme
- how the energy savings project will be delivered
- how the energy savings will be measured, documented and recorded.
You cannot create energy savings certificates until you have been accredited. Any activities you perform before you are accredited may not be eligible as energy savings if they do not comply with the requirements of the Energy Savings Scheme or any conditions of accreditation.
The ESS Rule is a primary reference for all applications and activities under the Energy Savings Scheme.
Your application must:
- address all the requirements of the Act, Regulation and Rule that provide the legislative basis for the Energy Savings Scheme
- satisfy IPART that you have met those requirements, or can meet them on an ongoing basis.
Typically, an application package consists of a suite of documents including, but not limited to:
- record keeping policy
- document library
- project/activity-specific energy savings certificates creation procedure
- supporting information, such as technical drawings, receipts, lighting tests, etc as required to verify and support your energy savings claims.
Your application must be complete in every respect and satisfactorily address all the requirements outlined in this document, as well those in the relevant application documents.

You must provide a hard copy of your application, attachments and supporting documentation (please refrain from stapling, hole punching or binding your submission), as well as an electronic copy of all information and spreadsheets to:
