There are two distinct categories of participation in the ESS:
- Accredited Certificate Providers (ACPs) who create ESCs, and
- Scheme Participants who require ESCs to satisfy their individual energy savings targets.
ACPs create ECSs when they carry out Recognised Energy Savings Activities. Only a person who has been accredited by the Scheme Administrator can create ESCs. The Act, Regulation, and scheme Rule set out the criteria for determining the eligibility of a person to become an Accredited Certificate Provider.
Scheme Participants are required to obtain and surrender ESCs in order to meet the Energy Savings Target. The types of persons required to participate in the ESS are described in the Act. Each Scheme Participant must calculate its energy savings scheme target based on the provisions in the legislation.
